If you're playing offense, hopefully you'll be ready once your legislation drops. If a bill you're supporting is a carry over, start communicating about your priority legislation. You don't need to wait until the bill is in motion to start getting your audience excited. Give them an ask, make it your updates actionable.

If you don't have a comprehensive list of potential people and organizations who can help you advocate for your priorities, do it now and then start reaching out to them. Schedule important dates and hold a weekly or biweekly conference call for stakeholders to get an update on legislation. Have your lobbying and campaign informational materials ready to go.

Hopefully you've done most of this already, but you need to know your "asks" of your bill champions and hopefully there is some sort of strategy discussion about how you're going to usher your legislation through the Capitol building, through both chambers, House and Senate. Be ready to ask tough questions about how -- with legislators' help -- you're going to make this legislation a reality. Where is the opposition? What will be the likely hurdles? How can you align your campaign action plan with those challenges.
Your campaign, your effort, is a story, story, story. It needs to ready like a story and be told like one. Craft your materials with story elements. Add things like a protagonist/antagonist, create urgency, make it emotional, use real world stories to illustrate/enhance your points of emphasis. What is the problem? What is the solution? What is the call to action?
